I am calling on the interior minister, Mr Christophe Castaner, to order an independant inquiry on each police suicide from January 2019, including the death of Maggy Biskupski. There is a deeper issue here that we need to bring to light to prevent Police deaths reaching epidemic proportions; which is indicitive of money and power in the wrong hands.

French police are the laughing stock of Europe, thanks to tax cuts by Macron under the dictatorship of a 'Union' that is no longer functioning - The European Union.

While Macron is busy donating 21Billion Euro's of French taxpayer’s hard earned money to the European Union, he forgot to pay the police 22 Million hours of overtime (costing 272 Million Euro’s) ; neglecting the Military, the people and the police of this country, who are all French Citizens and his political responsability. I think he’s saving up for the European Union Military, which is going to be another ‘Dictatorship Disaster’, and it’s going to come at the expense of the French!

Prevention plans, as proposed, only deal with the consequences not with the causes in addressing police suicides, we need to deal with the causes first and here is what I am proposing in addition to hiring more psychologists and police personnel.

Abolish concrete targets within the police force – police are not ‘bankers’

• Mandatory independent inquiries for alleged police suicides

• Paid overtime (including backpayment)

• Return 850 Million Euro’s to the French Millitary Budget

• And kindly ask Gen Pierre de Villiers to return

• Better wages for Police and Millitary (‘Macron, if you want the police to take your punches you have to pay them better’)

POLICE REFORM

The two top complaints by duty police are (a) deteriorating work conditions and (b) concrete targets.

The introduction of concrete targets to serving officers makes no sence whate so ever, given that the police force as I understand it, is a not for profit organisation funded by tax-payers for the protection of borders and human rights, to enforce the law and respect human dignity – and here I make reference to ‘The Code of Ethics of the police and the gendarmerie in France, Title 2, Chapter 1, Article R.434-14 – Relationship with the general public :

« Police and gendarmerie personnel are at the service of the general public. Their relationship with the public is one of courtesy: it requires the use of “vous”. Respectful of human dignity, they make sure they behave in all circumstances in an exemplary manner, so as to inspire respect and consideration in return. »

THE FRENCH POLICE FORCE DOES NOT NEED TO JUSTIFY EXPENDITURE OF TAX PAYERS MONEY, IT IS NOT A BANK AND TAXPAYER’S ARE NOT CUSTOMERS SHOPPING FOR LOWER TAX RATES ; AND THEREFORE IT IS COMPLETELY NOT NORMAL TO GIVE CONCRETE TARGETS TO POLICE. CONCRETE TARGETS ARE ALSO A GOOD WAY OF GETTING RID OF EMPLOYEES WHO ARGUE WITH BOSSES AND BASTARDIZING THE POLICE FORCE, WHICH IS UNETHICAL.

Giving police concrete targets may constitute a breach and/or an obstruction of ‘The Code of Ethics of the police and the gendarmerie in France, Title 2, Chapter 1, Article R.434-14 – Relationship with the general public (as mentioned above), given that it will jeprodise a courtious relationship between police and the public ; the police can not inspire respect in accordance to the act mentioned, if they are unethically required to arrest 30 people per month, as in Maggy Biskupski’s case, a police officer who was found with a gun shot wound to her head. Another claim of police suicide with no independent inquiry to dismiss a possible murder. She was always cheerful, never at a loss for words and 100 percent reliable, says her colleague and good friend Guillaume Lebeau. There was no evidence of depression before death. A text message to her colleague saying goodbye, is not enough evidence of suicide, as we all know that sophisticated wire-tapping is often used for communication fraud in order not to arouse suspicion (text messages and email communication). It is also important to remember that Maggie was publicly active and an icon in campaigning for the prevention of police suicides, and she felt her bosses were making her job even more difficult, who may not have appreciated the exposure she was generating with the media. A request for news reporters that Maggie was working with to join a police patrol with a camera (to get a better idea of the working environment), was rejected. Guillaume Lebeau say’s, ‘…how can managers introduce rules that will make people hate the police even more ?’

CONCRETE TARGETS

Targets are the numbers that are to be achieved in a specified period of time. It’s usually decided on a budget, which in this case is decided by the President of the French Republic, Emmanuel Macron. Targets are not apropriate for the French Police Force who are already underpaid with inadequate leave, driving cars with high kilometers that can’t keep up with fast cars in a criminal chase, carrying walkie talkies that often don’t work, having to deal with an influx of migrants and immigrants without papers, stamp down on drug dealers, control violent riots, jail terrorists, deport illegal immigrants, carry out their tasks of law enforcement on duty and off duty, and be hated by everyone. And on top of all that pressure, they are expected to pay the ultimate price – everyone knows they are the target of hate crimes.

In acccordance to ‘First Title, Chapter 1, Article R.434-5 – Obedience, …unless the order given is patently unlawful and could seriously adversely affect the public interest. If such an order is received, they make their objection known to the authority that gave the order…’

You can’t put a price tag on the security of the French Republic and the consequences should not mean death by suicide, THIS IS NOT ACCEPTABLE!

SUICIDE

Studies in Canada, Australia, America and the UK have shown that 90 per cent of people who have died by suicide were suffering from a mental health illness at the time – depression, impulsivity and substance abuse, including drugs and alcohol. Suicidal thoughts and behaviours are not the natural consequence of serious life stresses. People who experience a stressful life event may feel intense sadness or loss, anxiety, anger, or hopelessness, and may occassionally have thoughts that they would be better off dead but that’s not the same as suicide. In most people, however, experiences of stressful life events (all of which can be resolved), do not trigger recurring thoughts of death, creation of a suicide plan or the intent to die.

POLICE TRAINING

The future Gendarmerie Officers are recruited either among young French nationals, with maximum age limitation, with at least a masters degree or among graduate non-commissioned officers.

Candidates must successfully pass a competitive examination, and comply with physical, medical and psychological standards (so they are not entering the police force with a mental health problem).

In the course of their career, the French officers will be proppsed additional education and training at an advanced level. This ensures they cope with the working conditions ; so for each claim of police suicide THERE MUST BE AN INDEPENDANT INQUIRY TO COFIRM CAUSE OF DEATH !

Since the rules of the ‘Code of Ethics of the Police and the Gendarmerie in France’ are derived from the Constitution, from international treaties, in particular the European Convention for the protection of Human Rights and Fundamental Freedoms, it should first and foremost serve to protect the officers on the front line.

WHY DON’T WE HAVE A POLICE PROTECTION ACT TO BETTER PROTECT FRENCH POLICE AT RISK?

BACKGROUND AND JUSTIFICATION

The department of Child Protection in Australia some years ago introduced targets to intervention case workers. Those who made their targets got the promotions and Commission ; many resigned because it was unethical. It didn’t matter how they got their targets, as long as they got them. An initiative paid by the Australian Government. The aim was to take all single mothers off the old benefits, which were paying well enough to cope without a husband (and many were escaping Family Violence) ; so the government had financial goals in introducing concrete targets to case workers. The excuise they gave the public was, ‘to protect families’, but it did the opposite ; and in addition, the parenting standards bar was raised so high that only two parent families could meet. Single mother’s were effectively targeted and many lost their children for doing nothing wrong. Campaigns were introduced encouraging people to dob them in. Those who complained were silenced through the Mental Health System and others illegally incriminated (by police in collaboration with the department of child protection), to discredit and destabilize them, so that no one will take them seriously to help them and no judge will listen to their complaints. Alot of these mothers were unable to talk to anyone and isolated from the community until they took their own lives – both Aboriginals and White Australian Mothers. Well they did it, the Australian Government achieved their targets and in conjunction with other tax reforms, Australia is now boasting first world economy, but at whose expense?

SILENCE IS UNDOUBTEDLY THE BIGGEST KILLER AND THESE POLICE OFFICERS WHO HAVE SUPPOSIDLY TAKEN THEIR OWN LIVES, HAD SOMETHING TO SAY. I WANT TO HEAR WHAT THEY HAD TO SAY !

SHAME ON YOU MACRON, SHAME ON YOU!

This post is in memory of all French Officers who have lost thier lives one way or another. Least we forget.
